In at the deep end!

Remember when you were learning to swim? At first it was great fun splashing around in the shallow end with all you friends. Then after a while you either were told to, or you decided yourself, to get out and try to swim better. This involves the somewhat uncomfortable act of climbing out of the pool, exposing your swimming costume clad self to the elements, and walking down the side of the pool as everyone looked on until you reached the side of the deep end! Next, the decision to dive in or not, but having got this far, surely you are not going to turn back? Isn't this scenario just the same as individual and organisational development? Which is the most difficult step to take and why? What help do you and your organisation need to get through these steps?
